There will be four deliverables in this project
1. Client platform
Android base TeleHealth client platform in a tablet form factor (see the attached hardware specification); the same hardware platform will serve as the telehealth hub and the mobile patient folder.
ASTRI will also develop a suite of client applications for the device, with healthcare/elderly-care workers as target users for the mobile patient folder (MPF), and senior citizens/early discharged patients as the target users of the telehealth hub (TH). Applications for these two user groups would include:
i. aggregation of vital sign measurement data;
ii. tools to capture patient’s image and record symptoms;
iii. secured login and remote retrieval of patient data;
The applications are prioritized in the list accordingly (application [i] as the highest priority), with the features required in the mobile patient folder getting the higher preferences. This focus on MPF application development is due to the prototype testing with a partner hospital being one other project deliverable.
2. Server platform
TeleHealth server that the client platform connects to, and interfaces with the relevant infra-structure of HA, hospitals and care service providers. The initial focus of this platform would be mainly the collection of patients’ measurement data from the MPF, and archiving of such data into the hospital databases.
3. Testing of telehealth client prototype
Conduct prototype testing of the mobile patient folder and server platforms at United Christian Hospital. This testing phase would be conducted primarily by community nurses in their routine home visits.
4. Additional studies
Investigation on the possibility of integrating ASTRI’s TeleHealth platform with HA.
- on the next phase of CMS, and
- their upcoming mobile device strategy.

It is the objective of this initiative to use information & communication technology (ICT) to provide quality telehealth services to senior citizens, patients with chronic disease, and early-discharged hospital patients, in light of addressing resource inadequacy and heavy workload from healthcare providers. For the project, ASTRI will develop an affordable telehealth platform for hospital and home use. The platform would support two primary usage scenarios, as a telehealth hub device used by senior citizens and early discharged patients at home, and a mobile patient folder used by healthcare workers during home visits. The platform developed would include a server deployed in healthcare/elderly-care establishments as well as a client device. The project calls for a cross-domain effort within ASTRI for technology development as well as collaborations with the healthcare community in Hong Kong for dissemination. As the signature project of a telehealth initiative within ASTRI, this project takes advantage of certain background technologies developed in other ASTRI projects to provide a total solution. They include the projects in tele-care, pulse oximeter, telehealth hub, and proximity-based biometric identification. ASTRI will also work closely with the local healthcare establishments, including Hong Kong’s Hospital Authority, partner hospitals, elderly service centers, etc., to transfer this technology to the community.
